This document was written for the urban citizens of Marseille, France. It is a proposal elaborated by the municipality of Marseille to allow its citizens to grow foliage in a public space near their household. This proposal follows an initiative called "Charte des jardins partagée Marseillais" that was introduced by Marseille's government in 2010. It cites, "Cette charte de végétalisation, guide des bonnes pratiques, a pour vocation d'édicter un certain nombre de règles de bonne conduite aux citoyens qui souhaitent, créer et entretenir un petit morceau de verdure devant leur porte, tout en restant conforme aux réglementations applicables sur l'espace public et sur la voirie."
