It provides a basis for these active citizens to draft collaboration proposals for the regeneration of public resources usefull for the well-being of self-organized inhabitants. The Regulation is possible due to the inclusion of the principle of subsidiarity in the constitutional law in Italie. Providing these citizens with a set of tools leads to a co-managment of resources by public authority and citizens.

La Regulation on the Collaboration Between Citizens and the City for the Care and Regeneration of the Urban Commons a été conçue et mise en œuvre en s'appuyant sur le principe de subsidiarité (sans passer par l'adoption de dispositions législatives), en collaborant avec l'administration de la municipalité de Bologne entre 2012 et 2014. Le règlement de 36 articles a été approuvé par le Conseil municipal le 15 mai 2014, afin de “concrétiser” l'article 118 de la Constitution. Par la suite, un grand nombre de mairies italiennes ont pu adapter le règlement type de Labsus à sa propre situation, ce qui a conduit à des améliorations du texte original.
