One of the initiatives that bring us to the ECA (both in the ICCA Consortium and Iniciativa Comunales) is to support communities to build up an European network of communities governing common lands, waters and other natural resources. The Baldíos are a clear example for Portugal, and there are many others in Spain, as the "Montes en Mano Común" already mentioned, among many others. As many of these communities are facing many common threats at EU level (as for example detrimental European policies, intensification, privatization or rural depopulation), we think that the answer should be approached commonly too.
